Empowering Hong Kong’s Innovation Ecosystem, Bridging Opportunities with the 15th Five Year Plan
Since 2020, the ForeSight series has evolved into a premier platform that brings together policymakers, business leaders, and technology innovators to examine the year’s most pressing economic and technological trends. ForeSight 2026, themed “Empowering Hong Kong’s Innovation Ecosystem, Bridging Opportunities with the 15th Five Year Plan,” aligns closely with the national “15th Five-Year Plan”. It will examine how cross-border collaboration, talent development, and advanced technologies can establish Hong Kong as a global innovation hub and financial centre and support the nation’s modernisation and Digital China strategy. The event will highlight opportunities in the digital economy, foster high-quality growth in key sectors, and contribute to building a brighter future for Hong Kong in line with national priorities.
It will be officiated by The Hon Paul CHAN, Financial Secretary of the Hong Kong SAR Government, and The Hon Sunny TAN, Chairman of Hong Kong Productivity Council, Member of Legislative Council, HKSAR. We are pleased to invite a representative from the State Information Center of the National Development and Reform Commission (發改委) as a keynote speaker to present on the core themes highlighted in the national “15th Five-Year Plan” recommendations. We are also pleased to welcome the Office for Attracting Strategic Enterprises (OASES) as our Strategic Partner. As a key driver in attracting global enterprises, OASES reinforces Hong Kong’s role as a leading innovation and business hub.

Mr Sunny TAN assumed the chairmanship of the Hong Kong Productivity Council (HKPC) in August 2022.
As a seasoned industrialist, he is a Senior Advisor to Luen Thai Holdings Limited, a leading fashion and lifestyle apparel and accessories manufacturer, for which he has served for more than two decades. He is also Executive Deputy Chairman of the Federation of Hong Kong Industries and Executive Vice Chairman of The Hong Kong General Chamber of Textiles. In 2013, he received the “Young Industrialist Awards of Hong Kong”.
Mr Sunny TAN has a strong record of public and community service. He is a member of the Committee on Innovation, Technology and Industry Development; the Trade and Industry Advisory Board; the Vocational Training Council; and the Board of Directors of the Hong Kong Design Centre. He is also a Standing Committee member of the Hebei Province Chinese People’s Political Consultative Conference.
Mr Sunny TAN obtained a Master of Science degree from Stanford University and Bachelor of Business Administration degree from the University of Wisconsin-Madison.

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

Zhi Tao, former CEO of Beijing Invensys Technology Co., Ltd., founded Yunji Technology in 2014. Under her leadership, Yunji has grown into a globally leading provider of robotic service intelligent agent ecosystems, achieving large-scale commercialization across diverse scenarios.
With over 15 years of industry expertise, she possesses profound insights into China’s automation sector and has made outstanding contributions to the advancement of AI and robotics. Her remarkable achievements have been recognized through prestigious honors such as the Outstanding Scientific Worker awarded by the Chinese Association for Artificial Intelligence (CAAI), the Wu Wen Jun AI Science and Technology Award, the Technical Invention Award, and the "Top 10 Innovative Entrepreneurs in China (Industry)".
As a prolific inventor, Zhi Tao holds more than 550 patents. Her technological contributions span core domains including motion decision-making control, environmental perception and cognition, and AI application services. She has established significant technical barriers in areas such as AI Agent autonomous decision-making, multi-modal perception, and embodied intelligent motion control . She has also played a pivotal role in formulating over 20 national/group/industry standards, covering critical areas like safety requirements and general technical conditions for service robots.
In addition to her corporate leadership, Zhi Tao actively participates in industry development through roles including Vice Chairwoman of the Zhongguancun Dual-Creation Service Robot Industry Alliance, Vice Chairwoman of the Hotel Digitalization Professional Committee of the China Hotel Association, and Council Member of the 9th Chinese Association for Artificial Intelligence (CAAI), demonstrating her commitment to promoting standardization within the field.

Jonathan CHIU

Jonathan Chiu is President of Schneider Electric Hong Kong. He currently heads the company’s Management Committee responsible for overseeing the strategic direction, operational delivery and business development for Schneider Electric in Hong Kong and Macau.
Since joining Schneider Electric two decades ago, Jonathan has held leadership roles in various business divisions within the organization. An experienced leader in energy management and automation, Jonathan is passionate about leveraging the power of digitization and innovation in delivering a holistic ecosystem approach to sustainable transformation. His years of experience in process and energy technologies, end-point to cloud connecting products, controls, software and services have been instrumental in elevating Schneider Electric’s reach and impact for homes, buildings, data centers, infrastructure and industries in Hong Kong.
Jonathan currently serves on the Board of Directors at the Business Environment Council, and was named Sustainability Leader of the Year at the HKMA Hong Kong Sustainability Award 2023.
He holds a Bachelor of Engineering from the University of Hong Kong, an MBA from the City University of Hong Kong, and an MBA from Kellogg-HKUST Executive MBA Program.

Mr Peter Yan is an industry leader with more than 39 years of experience in the technology industry. As the Director-General of the Office for Attracting Strategic Enterprises (OASES), Mr Yan leads OASES in attracting more strategic enterprises to Hong Kong, thereby contributing to the city's innovation and technology (I&T) development as well as its economic upgrading and transformation. Mr Yan was the Chief Executive Officer of the Hong Kong Cyberport Management Company Limited from 2018 to 2024. Prior to his tenure at Cyberport, Mr Yan was the Executive Director and Chief Executive Officer of SUNeVision Holdings Limited and had held various senior management positions in large consulting and information technology services companies.
Mr Yan has extensive experience in public services. He had served as Council or Board members in various Advisory or Statutory Bodies, including the City University, the Hong Kong Metropolitan University, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, Research Grants Council, the Hong Kong Exchanges and Clearing, etc. Mr Yan is also a member of various professional organisations and an Adjunct Professor at the Chinese University of Hong Kong.
Mr Yan holds a BBA Degree from CUHK and was conferred the Honoree of the Year by the CUHK Chapter of Beta Gamma Sigma in 2020. Mr Yan is a Distinguished Fellow of the Hong Kong Computer Society and had received Executive Education from the Harvard Business School.
Mohamed D. BUTT, MH
Executive Director, Hong Kong Productivity Council
Mr Mohamed Butt has served as the Executive Director of HKPC since December 2017, leading efforts to promote new industrialisation and cultivate new productive forces. Under his leadership, HKPC provides advanced technology support, manages Government funding schemes and delivers FutureSkills training to drive Hong Kong’s transformation into an international innovation and technology hub.
Before joining HKPC, Mr Butt held senior leadership roles in a number of multinational corporations. He had served General Electric (GE) for over two decades, during which time he held a range of senior management positions, including President and CEO of GE’s transportation business in the Asia Pacific region. In that capacity, he was responsible for providing strategic leadership to drive business expansion and leading major transformational projects in collaboration with private and public sectors across the region. Before that, he was President and CEO of GE Lighting Asia and GE Security Asia respectively.
With more than 30 years of executive leadership experience, Mr Butt is deeply knowledgeable in infrastructure, manufacturing and consumer market development, backed by a profound strategic mindset and rich business insights. He also possesses excellent management skills and the ability to drive sustained service excellence and innovation in teams. In leading HKPC, he is dedicated to promoting technological innovation, particularly in the area of manufacturing technology, for SMEs to upgrade and transform. He is also keen to drive the realisation of R&D outcomes and enrich the local talent pool in innovation and technology.
Mr Butt is Honorary Chairman of the Hong Kong Electronics & Technologies Association. He is advisor to Our Hong Kong Foundation, The Hong Kong General Chamber of Small and Medium Business and the Greater Bay Area Low Altitude Economy Alliance. In addition, he sits on the Innovation and Technology Advisory Committee of the Hong Kong Trade Development Council, and the Port Development Committee of the Hong Kong Maritime and Port Development Board. He is also a member of the Board of Governors of the Technological and Higher Education Institute of Hong Kong and the Academic Advisory Board of the Department of Journalism and Communication of the Hong Kong Shue Yan University.
Mr Butt graduated from Winona State University, Minnesota, US, with a Bachelor of Science degree in Business Administration. He also possessed an Executive Master of Business Administration degree issued jointly by the Kellogg School of Management and The Hong Kong University of Science and Technology.
